The Department of Health (DOH) has issued a press statement regarding the deployment of nurses for the Registered Nurses for Health Enhancement and Local Service RN Heals 4.  The Department stated that 22,500 selected nurses will be deployed to their assigned communities to various places around the country starting this January 2013. They have released the said statement via Facebook.

DOH Secretary Enrique Ona stated: “This Project aims to improve access of the country’s poor to quality healthcare with social services by creating a pool of registered nurses with enhanced clinical and preventive health management competencies that will eventually increase the nurses’ employability,”

However, there is a small disclaimer stated by the Health Secretary. According to him, the RN Heals program itself does not aim to provide employment. He added that RN Heals nurses are not regular employees, but are pre-service trainees that are given allowances/stipends, but not salaries. The health secretary further stated that these nurses are deployed to government health facilities where there are high opportunities for future employment.

The orientation of the RN Heal  4 started this month and they shall be deployed to 70 DOH hospitals, 1,491 municipalities, 143 cities, and 13 districts of Metro Manila following the priority areas of the DOH’s Health Facilities Enhancement Program (HFEP), conditional cash transfer areas (CCT) areas of the Department of Social Welfare and Development (DSWD) and the 609 priority areas of the National Anti-Poverty Commission (NAPC).

Nurses selected for the program receive a stipend/allowance of 8,000 pesos per month. The government, however, urges the hospitals or the rural health units where these nurses are assigned to provide them with incentives, either cash or non-cash, like provision of advanced training opportunities, meals or meal allowance, transportation or transportation allowance, communication allowance, modest board and lodging whenever necessary.

Nurses receive a PhilHealth Group Insurance with a premium of P1,200.00 per person per year and GSIS Group Accident Insurance premium of P 500.00 per person per year covering the following: Accidental Death/Dismemberment of P500,000.00 per person; Medical Reimbursement of P50,000.00 per person; and  Bereavement Assistance of P10,000.00. After the satisfactory completion of their learning and deployment, the nurses are given a Certificate of Completion.
